7CPC implementation - Cabinet approved, Not Employees and Pensioners

The Union Cabinet chaired by the PM has approved the implementation of the recommendations of 7CPC on pay and pension benefits.   It will come into effect from 01.01.2016. 

You all know what the 7CPC have recommended.  Govt, it seems, have approved it without any change (but for holding certain things, and putting them on Committees ). We all were expecting something better, with the Govt thinking wise and practical. That has not taken place.

The summary of the now approved implementation are :
18000  / 2.57 remains same. Pay matrix  to be further decided by another IAS team.
That's all.

However, the most important point for the Pensioners is :
The general recommendations of the Commission on pension and related benefits have been approved by the Cabinet. Both the options recommended by the Commission as regards pension revision have been accepted subject to feasibility of their implementation. Revision of pension using the second option based on fitment factor of 2.57 shall be implemented immediately. A Committee is being constituted to address the implementation issues anticipated in the first formulation. The first formulation may be made applicable if its implementation is found feasible after examination by proposed Committee which is to submit its Report within 4 months.

7CPC - Cabinet's decision

Today ... Today .... Today ...  Yes, its today that the Cabinet will consider the 7CPC report (if at all that takes place ! ).
But the media reports that the Cabinet will consider the CoS report on 7CPC today. Let's all hope so.

After all, what we pensioners wish to know are (1)  Will the Pay Matrix be valid ?
(2)  What's the improvement in the Fitment Formula.

Rest everything is for the present "future pensioners".

Did I say "Happiness formula " or Fitment Formula ?

Now, let's all pray for the best.

Todays News is that there is no news about 7CPC implementation.  Let's hope the new box be opened by 1st week July, and certainly before July 11th !!

23000 and 2.7 !

Zee News reports that ....
Empowered Committee headed by Sri. P K Sinha to suggest suitably on 7CPC recommendations is reported to have proposed a minimum basic pay of Rs. 23,000 in the place of Rs. 18,000 recommended by 7CPC.
The fitment factor of around 2.7 has been proposed by them as against 2.57 recommended by 7CPC.
But one has to wait and see for the truth !!

Empowered Committee meeting ?

What happened to the "Empowred Committee" meeting ? Did they meet on 14th ? There's no news atall !

In the meantime,  NJAC has written to the Prime Minister, indicating that  :

The CG employees are very much disappointed with the recommendations of the 7CPC

and

Strike (on July 11 ) cannot be avoided if  demands are not met.

Empowered Committee meeting today ??

Unconfirmed reports say that    the Empowered Committee on 7CPC recommendations MAY MEET today for finalisation.

BPMS on agitation path

BPMS will observe an agitation programme throughout the country from 13.06.2016 to 18.06.2016 for further increase pay and allowances over and above recommended by 7th Pay Commission

They demands for Minimum Pay of Rs. 24,000, fitment formula of 3.42, annual increment of 5%, Five MACP, and Increase in HRA among other demands.

No... not that something great will happen on 14th !

Reports say that the Meeting of the Empowered Committee on implementation of 7CPC recommendations, scheduled for Sat 11th may, did not take place.
The meeting is rescheduled for 14th.

7CPC - No Pension parity ?

It looks "Parity in Pension' is not a concern for the Govt.  The Committee of Secretaries dealing with the 7CPC report seems to be against this recommendation ( on the basis of objections from Defence and Pension Departments ) .

Latest reports say that  the General Secretary AIPRPA has written a letter to Cabinet Secretary on implementation of 7CPC recommendation in respect of choosing Option 1 for Pay Parity in Pension.

Let's hope justice will prevail.

Empowered Committee of Secretaries headed by Cabinet Secretary Sri. PK Sinha is likely  to meet on next Saturday (June 11) to give final shape to the changes on 7CPC recommendations for implementation.

But, there's along way to go for the last milestone !

7CPC - Pensions - Surprises coming up ??

Reports say :

NCJ Staff side has discussed with Official Side Secretary (Pensions) regarding parity in Pension of Pre-2016 Pensioners with Post 7CPC Pensioners.  Staff Side insisted that report should be accepted as it is, but at the same time it was told to Official Side that, any proposition or module which can be implemented without availability of record can also be considered by the Staff Side. 
Secretary(Pension) agreed that, they would formulate an alternative,  and will discuss the matter with the Staff Side NC/JCM.

CG Staff on strike from July 11

Central Govt staff including Railways, Defence and Posts have decided to go on strike from July 11.  National Joint Action Committee (NJAC) have decided to serve the Strike Notice on Jun 9th.

The demands include implementation of 7CPC  and  removal of injustice done on pay scales. The demands also include  re-computation of minimum wage, multiplication factor, pay matrix, restoring allowances proposed to be abolished, five promotions, and annual increment of 5%.

Supreme Court's concern over Senior Citizens.

There are over 10 Crore Senior Citizens in our Country. A majority of them are deprived of their needs and are neglected.   Former Law Minister Sri. Ashwani Kumar  recently filed a PIL in the Supreme Court to take  suitable steps on this. He said " we are a trillion dollar economy and yet the Central Govt allocates  a meagre 25 crore for the welfare of the aged. Of this , more than half does not get spent. "
The SC asked the Govt to take up the issue immediately .

Welfare Fund for Senior Citizens

Government has set up a WELFARE FUND to provide healthcare facilities and pension to Senior Citizens. This will utilise the unclaimed money in PPF and Small Saving schemes , over 9000  Crores.
This is in accordance with the promise by the Fin Minister during the Budget announcements.

Against parity in Pension for Pre-2006 pensioners ?

It seems  DOPT and Defence Ministry are opposing fixation of  the pension based on number of increments earned  as recommended by 7CPC vide the PayMatrix  ! 

NJCA, (the joint body of all staff associations of Central Government Employees, Railway Employees and Defence personnel), reported that it met Cabinet Secretary on 27th May. Apart from other issues such as no revision expected in fitment factor, pay matrix etc., there was indication from the side of Empowered Committee regarding opposition from DOPT and as well as Defence Ministry for revising pension on the basis of increments earned by the pensioner.
Now, Bharat Pensioners Samaj has written to DOPT, expressing pensioner’s concern over denial of pension parity benefit recommended by 7CPC.

Bharat Pensioners Samaj is deeply shocked to know that the Department of Pension is opposed to the first option recommended by the 7CPC to bring about the parity with the past pensioners and considers it to be infeasible and impracticable (due to the non-availability of the requisite records)
It is hard to believe how a department meant for the welfare of pensioners which helped pensioners to get better deal in earlier pay commissions could arrive at such a damaging decision without even consulting the stake holders.
