The Union Cabinet is expected, on next Friday,  to consider raising the DA by 10 % (wef 1-1-2014). This will make the DA 100 %  !!  This will benefit 50 lakh serving employees and 30  lakh pensioners.

The terms of reference of the 7th Central Pay Commission is likely to be approved by the Cabinet on this day.

DA merger with Basic Pay

Newspaper reports :

The Union Cabinet could approve a proposal to merge dearness allowance (DA) with basic pay, benefiting about 50 lakh central government employees and 30 lakh pensioners.
The Cabinet may also hike dearness allowance (DA) by 10 percent to 100%. 
As per practice, the DA is merged with basic pay when it breaches the 50% mark. DA merger helps employees as their other allowances are paid as a proportion of basic pay.

Food subsidy Vs OROP





Food subsidy can fill poverty gap twice  !
A Hindu front page report highlights how money is lost on account of paying for inefficiency and FCI  incurring huge costs on holding food grains.
The poverty gap estimated is 55744 crores.

Interim budget provides   92000 crores (to be restricted to 115000 crores )

How, do you think, the difference  vanishes ?

But why do I talk about food safety and subsidies now ?  The  implementation of OROP justice to the Defence pensioners costs about 5000 crores.  And that for the whole Central Govt employees would cost about 9000 crores.  This is being treated as a heavy burden on Govt finances.  How can this be justified ?  A genuine and just  expenditure  Vs  a ten fold misuse !!

Commutation is good for all !



Now, there are only two sets of people thinking over 'commutation'.
First, ISRO pensioners !  Most of them (all ?) , it seems, are opting to commute their increased pensions (on account of the 2 increment addition).
Second, RajivGandhi killers !  Their capital pinishment has been commuted by the supreme judiciary.

An introspection



Did you read the article "A never-ending spree", in an earlier post (dt 20-2-2014) ?
Then read the last paragraph again. It reads as :
This is ridiculous. The need for a 'living wage' - the guiding principle for the first Pay Commission - is long past. It is time Government employees are asked the same tough question that all other working joes get asked at appraisal time -  What have you delivered ?
