Commutation is good for all !

Now, there are only two sets of people thinking over 'commutation'.
First, ISRO pensioners !  Most of them (all ?) , it seems, are opting to commute their increased pensions (on account of the 2 increment addition).
Second, RajivGandhi killers !  Their capital pinishment has been commuted by the supreme judiciary.
