7CPC have recommended that all "haphazard allowances" should go.
Secret allowance 
Family Planning Allowance
Cycle allowance
HQ allowance
Metropolitan allowance
Cash handling allowance

Breiefcase allowance
...


And good God, there are over 200 allowances to CG staff.

Now that 7CPC  has recommended to axe 52 of these , you will see most of them vanishing.  This includes .....
13 related to travel
14 for additional duty
51 for risk and hardship
9 for uniform
4 for good services
5 for sumptuary
2 for training
3 for knowledge updating

By the by, how many kind of allowances did you get in ISRO ?  I've no idea ! I got some Proffessional Update allowance . True !!

Unkind cuts and Electoral power of Seniors

Govt , recently made a significant reduction in the interest rates of Small Savings including Senior Citizens Saving Schemes, Post Office schemes, and PPF.  Economists and Finance Dept would be too happy about this daring action. But.....

Some intellectuals have brought out the fact that such cuts are cruel to the Senior Citizens. The income security of the Senior Citizens are seriously affected.  They suggested ways to find solutions to this unkind act by the Govt. They say, the rates for senior citizens should be protected. They also remind the Govt of the electoral power of the Seniors ( and it's increasing ! )  

Next case to argue in Court ? OROP is the key !

Now,  a minimum of 20 years service is sufficient to get Full Pension (even for Pre-2006 retirees). But it doesnot value longer service you have put in the job;  No matter how many years more  the employee has put in.
For Post-2006 retirees, that's not an issue. He will be getting a higher pension on account of his longer service (more increments) and/or by way of his promotions to a higher grade.

But NOW, for Pre-2006 retirees there's  a glaring injustice.  A retiree with 20 years service and another with more than 20 years ( or even 33 or more) will get the same pension.  Is there not a case of injustice ? YES !

But , there is a ray of hope in this case. You may not have to go to a Court , seeking justice. The 7CPC recommended OROP for all. That will ensure a higher pension for a higher grade or higher (increments) length of service.  The 7CPC - PayMatrix would tell you that. Now let's hope the Govt implements the OROP concept in its real sense.


No more 33 years, But yes more 20 years

Did you go through the OM dated 6th April, on this matter ?

I must tell you that this is an ill-drafted communication.   We all know that the minimum qualification service of 20 years remain ( as per 6CPC ). But, in plain words, the order says that a Pre-2006 pensioner will get full pension irrespective of his length of service. The fact remains (but not clearly stated in this OM) that  the pensioner has to complete the minimum qualifying service of 20 years ( just as for Post 2006 pensioners).

But , the local media is celebrating the news as if  full pension is for all in Govt service (irrespective of length of service).

Increase in Bonds !

7CPC – 50% of Salary Increase could be by way of Bonds.

Govt is considering a proposal under which 50% of of higher income staff under the 7CPC will be compulsorily invested in bank bonds. The proceeds will be used to recapitalise banks without additional pressure on the fiscal.
While this will result in less cash in the hands of higher-income employees, as a sweetener they will get income tax rebate on the amount invested. 

Increase in wages and pension expenditure on account of 7CPC recommendations is not fully provided for in the Budget.

Is 50% of pension increase too by way of Bonds ?

Pre 2006 Pensioners - FULL pension for above 20 years Service

It's a very GOOD NEWS today.  

Order is issued on implementation of FULL PENSION for Pre-2006 retirees with Less than 33 years and Greater than 20 years service.
In respect of Pensioners who retired on or after 1st January 2006, govt has fixed the qualifying service for receipt of full pension as 20 years on implementation of 6th pay commission recommendations.

RBI and Your income

RBI, yesterday, cut the Repo rate by 25 basis points.  But how does it affect you as a Pensioner ?  Yes, TWO major issues !
1.  Bank deposit rates will come down.
2.  Small Savings rate will also come down.

These will affect you. Your earnings from your Bank deposits/Small savings will certainly come down by atleast  0.25 %. That's a serious matter for all Pensioners/ Senior Citizens.

There's another important point RBI has warned the Govt.  Govt is likely to consider this impact making the 7CPC implementation at reduced levels and delayed levels. The reports say : "RBI has warned that the implementation of  7CPC and the impact of  OROP award could lead to a major increase in Consumer Price Index (CPI) inflation. This could lead to a nearly 190 basis points increase in CPI inflation."


Pension Revision for Pre-2006

Govt seeks more time for implementation of CAT order on the case of  Revision of Pension of  Pre-2006 PENSIONERS  with less than 33 YEARS service.
Orders are expected to be issued early for full Pension to the Pre-2006 Pensioners who retired after 10 years of service on superannuation or 20 years of service on Voluntary retirement or on absorption in PSUs. Their pension shall be revised as per judgment of CAT New Delhi instead of Pro-Rata Pension.

Latest reports say that :
"Empowered Committee of Secretaries (E-CoS) headed by Cabinet Secretary PK Sinha wants to address various concerns raised by the Joint Consultative Machinery (JCM) before taking a final call on the recommendations of the 7CPC. 

Cabinet Secretary assured that fair consideration will be given to all points brought  out by JCM before taking a final view.  E-CoS needs to examine the report of the commission in entirity  as well as the issues raised by JCM in consultation with all other stakeholders. It may take some time to take some time to take a final call on the recommendations of the 7CPC,” 

OK , we'll wait ! What else ?
