OROP and Finance Commission
The 14th Finance Commission , in its recent
report, have observed the following.
“A potential fiscal liability may arise in the future with the introduction of OROP scheme
for Defence services.”
Though a budget provision has been made in FY 2014-15
towards OROP, the payment has not been made. Hence the payment was deferred to FY
2015-16. The estimated increase on this
account is 6.62%.
The Finance Commission also stated that “ the pension expenditure may increase by 8.7 % in 2015-16,
and by 30 % in 2016-17.
This clearly indicates that 7CPC implementation would happen
only in 2016-17.
Govt's view on employees' demands
The JCM Standing
Committee meeting on 5-2-2015 at Delhi was an occasion for the Government to
show their mind on Pensioners (and
employees) demand of Interim relief and
DA merger. What the Government said is :
Interim Relief - IR
is normally given if there is an apprehension of abnormal delay. 7CPC has
confirmed that they would adhere to the time schedule . So, NO Interim Relief.
DA/DR merger - Since
the Pay Commision would be submitting their report soon, thequstion of merger
would automatically be addressed therein. So, NO DA merger.
Date of effect of implementation - It’s
te prerogative of the Pay Commission to recommend the date of effect. Govt’e
role comes only after the CPC report is made available.

Modified Parity - Under Government's considration
In a communication to the AIFPA, Chennai, the Govt has intimated that :
" in so far as the extension of modified parity for pensioners retired before 1-1-2006 is concerned, the case was sub-judice as an SLP No. 36148-50/2013 filed by the Union of India was pending in Supreme Court of India. The said SLP has been dismissed by the Hon'rble Supreme Court on 17-03-2015. Further action after dismissal of SLP is under consideration in the Government"

Let's all pray that the "consideration" would become fruitful and immediate.
