The following points among the 16 point memorandum to 7CPC are worth noting. These are unique suggestions, which it seems other unions/associations have not raised.
Suggestion #5 :
20% increase in Pension for ISRO, DAE, and DRDO retirees, in
recognition of their exemplary work.
ISRO (Dept.of Space)
is the Organisation which contributed the most for our Nation. It’s beyond any quantifying
efforts , and Cost-Benefit analyses. ISRO did substantially in (i) elevating our Nation’s pride among world
Nations (ii) our National economy, by way of a revolution
in developing every field of Telecom,
Agriculture, Rural Development, Education, Defense, Industry, Disaster
management, and many more. Today, ISRO influences and improves the life of
every Indian. ISRO did (and continues to
do ) a lot for the Nation and its citizens.
DAE and DRDO also did their best in their respective areas.
We, ISRO retirees,
are proud of the fact that we did it all. We built the foundations and
developed a lot high on it. The current
generation certainly draws the benefits of what we did, and they continue to
build on that.
As you may be aware, the current employees of ISRO are paid
20% extra on their pay (as a special performance allowance). We, ISRO retirees, feel that we too are
highly worthy of getting a special additional
pension. Pension, being small compared to the present pay and
allowances, we request that 7CPC may recommend and approve an additional
pension of atleast 50% of
the basic pension. It would be
appropriate and just to pay us this additional pension, in consideration of the
great National achievements we contributed to.
Suggestion #15 : Gratuity – Annual incrementing method for
upper limit.
Though this does not apply to the pensioners, we feel it
just to smoothen the changes/increase in
the upper limit of Gratuity (if not the
ceiling is removed by 7CPC). Moreover, this is essential to improve the
satisfaction level of retirees.
Suggestion #16
: High difference in the Pay Scales (and Min pension) of adjacent grades
of Scientist/Engineer SE, and
Scientist/Engineer SF ( S-23 and S-24).
The following
table is a computation showing the change in Minimum Pension of various scales
with respect to the next scale.

The large
difference in Minimum Pension of S23 and S24 may be noted. This corresponds to change in PayBand of PB-3 to
PB-4. Such large difference does not
exist in other transitions in PayBands. It
is suggested that the PayScale (and hence minimum pension ) of S23 (Sci/Engineer SE) be increased to moderate the large difference.
