Based on the
decision arrived in the meeting of Authorised Medical Officers
held on 12.03.2015
it has been decided to issue guidelines to AMOs as well as
employees since many
of the beneficiaries are approaching AMOs only for referral
letters and even for
non-emergent trivial treatments without obtaining referral
letters from AMOs.
Further it is reported that some beneficiaries do not produce
CHSS ID cards of the
patients at the time of consultation and availing treatment
without taking
dependent beneficiary to AMOs.
Guidelines for AMOs/
beneficiaries
AMO is the family
physician for the beneficiaries.
All beneficiaries
will have to report to the AMO whenever there is any ailment.
As far as possible,
all the ailments will be managed by the AMOs. Only when
the AMO feels a
reference to a consultant/hospital is required, the beneficiary
should be referred.
After consulting the
specialist(s) on hospital the feedback should be given to the
AMOs. Further
reference should be given only if warranted.
AMOs are requested
to be careful while giving prescription for costly medicines
when cheaper
alternatives of the same efficacy are available.
Vitamins and minerals are prescribed
very judiciously.
Multiple
consultations for the same specialty and unnecessary repetition of
investigations in
various labs should be avoided.
VSSC is initiating
to issue a format for collecting data of patients reporting to
AMOs. Beneficiaries
should fill up certain details like name, CHSS card no.,
signature in the
form available with AMOs.
AMOs are requested
to verify the CHSS ID card of the beneficiary approaching
him for treatment.
Beneficiaries
suffering from minor ailments requiring hospitalization may be
referred to smaller
hospitals only.
No Beneficiaries
shall be discouraged to use of the super specialty facilities of
Government
hospitals, if demanded, for their treatment.
AMO should clearly
mention the specialty in the referral letter when a
beneficiary is
referred to a hospital.
AMOs should maintain
an out-patient register and case file of patients. Proper
record keeping is
very important. Patients may be allergic to many drugs. This
will also minimize
too frequent investigations being carried out for the patients.
Minimise the number
of references to high end corporate hospitals.
Please carry out
only minimum and relevant investigations for each patient, if
required.
If a patient is
admitted to a hospital on an emergency basis, AMOs may issue a
reference letter
within four days following hospitalization, provided
documentary evidence
for hospitalization is available.
The reference letter
to a specialist or hospitals should be filled in all respects.
Nature of complaint
or provisional diagnosis may also be clearly mentioned in
the reference
letter.
Win the confidence
of patients by listening to their complaints and reassure
them that there is
no serious medical problem. Kind words and reassurance
are more important
than medicines.
Kindly stick to the
OP timings as mentioned in the contract with VSSC
management.
All
AMOs/beneficiaries of CHSS may kindly note the above for strict
compliance.
