DOs and DON'Ts for AMOs and CHSS beneficiaries

Is there a planned effort to trim down the CHSS facilities, in the name of Budgetary burden ?  It seems so, as the last couple of Circulars from the CHSS office suggests. Here is the LATEST !

"
Based on the decision arrived in the meeting of Authorised Medical Officers
held on 12.03.2015 it has been decided to issue guidelines to AMOs as well as
employees since many of the beneficiaries are approaching AMOs only for referral
letters and even for non-emergent trivial treatments without obtaining referral
letters from AMOs. Further it is reported that some beneficiaries do not produce
CHSS ID cards of the patients at the time of consultation and availing treatment
without taking dependent beneficiary to AMOs.

Guidelines for AMOs/ beneficiaries
AMO is the family physician for the beneficiaries.

All beneficiaries will have to report to the AMO whenever there is any ailment.

As far as possible, all the ailments will be managed by the AMOs. Only when
the AMO feels a reference to a consultant/hospital is required, the beneficiary
should be referred.

After consulting the specialist(s) on hospital the feedback should be given to the
AMOs. Further reference should be given only if warranted.

AMOs are requested to be careful while giving prescription for costly medicines
when cheaper alternatives of the same efficacy are available.

Vitamins and minerals are prescribed very judiciously.

Multiple consultations for the same specialty and unnecessary repetition of
investigations in various labs should be avoided.

VSSC is initiating to issue a format for collecting data of patients reporting to
AMOs. Beneficiaries should fill up certain details like name, CHSS card no.,
signature in the form available with AMOs.

AMOs are requested to verify the CHSS ID card of the beneficiary approaching
him for treatment.

Beneficiaries suffering from minor ailments requiring hospitalization may be
referred to smaller hospitals only.

No Beneficiaries shall be discouraged to use of the super specialty facilities of
Government hospitals, if demanded, for their treatment.

AMO should clearly mention the specialty in the referral letter when a
beneficiary is referred to a hospital.

AMOs should maintain an out-patient register and case file of patients. Proper
record keeping is very important. Patients may be allergic to many drugs. This
will also minimize too frequent investigations being carried out for the patients.

Minimise the number of references to high end corporate hospitals.

Please carry out only minimum and relevant investigations for each patient, if
required.

If a patient is admitted to a hospital on an emergency basis, AMOs may issue a
reference letter within four days following hospitalization, provided
documentary evidence for hospitalization is available.

The reference letter to a specialist or hospitals should be filled in all respects.
Nature of complaint or provisional diagnosis may also be clearly mentioned in
the reference letter.

Win the confidence of patients by listening to their complaints and reassure
them that there is no serious medical problem. Kind words and reassurance
are more important than medicines.

Kindly stick to the OP timings as mentioned in the contract with VSSC
management.

All AMOs/beneficiaries of CHSS may kindly note the above for strict
compliance.

You must have heard this call , have you been here in Kerala , anytime.  Yeah... The lottery salesman always calls ... loud...  tomorrow..tomorrow !  That's  നാളെ... നാളെ...  The call tells you about the lottery draw on the next day , TOMORROW ! He never talks about today.

This exactly , it seems, is happening in the case of OROP for the Defense pensioners. If otherwise, please tell me what's the meaning of this paper report today (The Hindu) ?





A  few days back, the Minister said 'OROP is approved and implementation starts in April 1st week. Now, some guy says it;s being taken up. What's all this ??

The latest communication from CHSS is about de-recognising KIMS Hospital.

KIMS Hospital is now de-recognised from CHSS, on budgetary constraints (?),  wef 15 April, 2015.
However, for certain (super)specialities (14 specialities only), it's  still valid.

OROP - nearing implementation

OROP, it seems, is finally being implemented for our Defence friends. The Defense Minister has assured the Ex-service Organisations that the modalities of implementation of OROP are being worked out. Payments will start early May 2015.  Arrears will be paid in 4 equal instalments.

That's good news !  But other Central Staff may have to wait for the Full Parity implementation. But no one knows how long !!!

7 CPC Report

No...No... it's not yet ready. That's being cooked by the Commission !!

Latest reports indicate that the Report will be submitted by October this year.  Subsequently, the Govt is supposed to study, make changes, approve, and then give a clearance for the implementation.

Yet another data for you to ponder !
The Fin Ministry projects an increase in Pension payments by 8.7 % in 2015-16. But a 30 % increase is expected in 2016-17, on account of 7CPC impact.

7CPC had invited 12 Federations of Central Govt Employees to tender oral evidence. Howevr, no Pensioners' organisation has been invited !

Vishu Greetings

Pre-2006 with less than 33 years service

This news is being repeated here, as many of the Pre-2006 pensioners are still not aware of this GOOD NEWS.

Pension for those with less than 33 years of service is calculated pro-rata. CAT (Ernakulam) in its judgement ref:  O No. 715/2012 and 1051/2012 dt 16-8-2013 had asked the Govt to rectify the anomaly.
When the pension (of Pre-2006) is calculated pro-rata, if the amount is less than 50% of the revised pay + grade pay, the higher of the two is to be paid.

Govt appealed against this. Hon'ble Kerala High Court rejected this on 7-1-2014. Later, the Hon'ble Supre Court also rejected the Govt's appeal, on 20-2-2015.

This means that , Pre-2006 pensioners  with less than 33 years of service also are eligible for pension at 50% of Revised Min pay in PayBand + Grade Pay.

{ Now , all Pre-2006 pensioners (of the same Pay Band) , with 20 years or 33 years or more service will get the same pension.   This is another anomaly. Let's hope that Govt will rectify this by implementing the FULL PARITY !

Some important news items

News items you may like to know !
1.     Pre 2006 retirees to note - Honorable Supreme Court on 17th March 2015 dismissed all three SLPs filed by the Government , on the modified parity issue. Let's hope the Govt will implement the orders and recommendations of 6CPC to effect Modified Parity to all Pre-2006 retirees.

2.      Government has agreed to  the implementation of OROP for the Defense staff. The Minister said the modalities are being worked out.


3.     DA increase for January 2015 (over 1-1-15 rate of 113 %) is 1.5%
